KEY COMPONENTS OF HOUSE AND SENATE ECONOMIC RECOVERY PACKAGES WOULD BOOST THE ECONOMY AND PROVIDE NEEDED RELIEF TO STRUGGLING FAMILIES "Congress is properly focused on designing an appropriate measure to address very serious problems in the financial markets.... [However,] resolving the credit market problems does not obviate the case for a second round of stimulus legislation that would provide an important boost to economic growth. [Both the House and Senate have introduced proposals that] include three provisions that experts rate highly for their positive impact on the economy and that direct help to those struggling the most: 1) additional weeks of unemployment benefits, 2) a temporary boost in food stamp benefits, and 3) resources for states that are struggling amidst falling revenues and rising costs." Unemployed Workers Exhausting Jobless Benefits: House and Senate Plans for Fiscal Relief to States: Food Stamp Increases: HOUSE STIMULUS PLAN EFFECTIVELY TARGETS FISCAL RELIEF TO STATES "The House Leadership's new stimulus proposal includes more than $14 billion in fiscal relief for states....It divides states into three levels of assistance, based on three measures of state economic conditions:...1) changes in the level of employment in a state, which affects income and sales tax revenues; 2) increases in housing foreclosures, which affects sales and property tax revenues; and 3) increases in the number of residents in poverty, as measured by increases in food stamp participation."
