2005Georgialawrequiringvoterstoshowphotoidentificationtovote,alawafederaljudgecomparedtoa JimCrow-erapolltax.TodayMoorecalledita“discriminatoryand“nastypieceoflegislation”thatincluded“draconianrestrictions.” UndertheBushadministration,theCivilRightsdivision,ofwhichtheVotingRightssectionisapart,hasundergone“
aseachange,”shiftingfromitstraditionalfocusofprotectingminorityvotingrightstobringingcasesallegingreversediscriminationagainstwhites.Thesection“has notablyshirkeditslegalresponsibilitytoprotectvotingrights,”formerVotingRightssectionheadJosephRichwrotelastMarch.
