Kentucky'sdisconnectedyouthareaconstantreminderthathomelessnessisamyriadofhumanstories,notjustacollectionofsociologicalandeconomicdata-asitsometimesendsupbeingviewedinthehallsofCongress.I,likeyou,haveahighlevelofinterestinyouthwhoaredetachedfromfamily,school,work,andanysortofpermanency,andIamexcitedabouttheopportunitytoengagethecommunityinadiscussionabouthomelessyouth.

Accordingly,Iwouldliketoinviteyoutoparticipateina RunawayandHomelessYouthForuminLouisville,KentuckyonJune30that10:00a.m.ThegoalofthisforumistogatherinputandfeedbackfromthecommunityonwaystoimprovetheRunawayandHomelessYouthAct--themainsourceoffederalfundingfordisconnectedyouthoutsideofthefostercareandjuvenilejusticesystem. IwashonoredtobeaskedbytheChairmanofHouseEducationandLaborCommitteetoleadtheeffortstoreauthorizethislegislation,whichwilltakeplaceoverthecomingmonths. Iknowyourcommitmenttothisissue,andhopeIcancountonthebenefitofyourguidanceandexperienceaswedevelopthislegislation. 

Over50organizationsandindividualshavebeeninvitedincludingrepresentativesfromlocalandnationalorganizations. IamexcitedtobeginworkonthereauthorizationandwanttoensurethatthislegislationisnotwritteninWashington,butistrulycraftedbythepeoplewhoaredirectlyservingournation'sdisconnectedyouthon-the-ground.YouarecriticalintheseeffortsandIwouldbethrilledifyoucouldattendthisevent.

Alltheparticipantsintoday’scallwelcomedthenewfoundpositionsofSens.LugarandVoinovichinfavorofwithdrawingtroopsfromIraq,calledonthemtomatchtheirwordswithactionswhenkeyvotesonthefutureofIraqpolicyarecastontheflooroftheSenate,saidtheSeptembertimeframeforassessingthepolicyinIraqisnowmootandthateyesarenowonthepositionofU.S.SenatorJohnWarner(R-VA),theseniorrankingRepublicanontheSenateArmedServicesCommitteewhoisscheduledtovisitIraqnextweek. 

ParticipantsalsosaidotherGOPSenatorswillfeeltheheattoreevaluatetheirpositionsinlightofthisweeksevents,includingSens.CollinsandSnoweofMaine,SpecterofPennsylvania,McConnellofKentucky,theSenateMinorityLeader,ColemanofMinnesota,SununuandGreggofNewHampshire,DomeniciofNewMexico,andGrassleyofIowa.

BrigadierGeneralJohnJohns,(USA,ret),whohasextensiveexperienceincounterinsurgencydoctrinefrom26yearsintheArmyincludingserviceinVietnam,saidthePresident’sescalationstrategywasdoomedtofailurefromtheoutsetandthatwedidnotneeduntilSeptembertoreachthatconclusion.

"IamhappytoseemoreRepublicansstandinguptothePresidentandIamwaitingformysenator,SenatorWarner,tojoinwiththeseothersenators,"saidJohns. "TheremustbecontinuouspressureonthePresidenttostopthisill-fatedadventure."

BrainKatulis,anationalsecurityexpertwiththeCenterforAmericanProgressActionFundcalledSenatorLugar’sspeechthisweekhistoricandsaidthatithadimmediatelyreorderedthedebateoverthefutureofIraqpolicy.

JonSoltz,anIraqwarveteranandfounderofVoteVets.orgoffered: "Whatishappeningiswhattroopsandveteranshavebeenaskingfor,foralongtime-formembersofthePresident'sownpartytostarttospeakhonestlyaboutwhatthesituationisinIraqandwhatneedstochange. Whilewe'regrateful,we'renotsatisfiedyet. TheseSenatorsandtheotherstocomemustbacktheirwordsupwithaction. Theymustvotetherightway,orthey'lljustbepayinglipservicetotheneedsofthosewhoareriskingtheirlivesinservicetoAmerica."

        TomMatzzie,theWashingtonDirectorofMoveOn.orgPoliticalActionandtheCampaignManagerforAmericansAgainstEscalationinIraq(AAEI)saidthatLugarandVoinovich’scallsforwithdrawingtroops,combinedwiththeactivityofAAEI’sIraqSummerefforttargeting40membersin15stateswillincreaseheatonRepublicanMembersofCongresstoabandonBushonthewar.

"Weareturningthevoicesof2/3oftheAmericanpublicintoanorganizingmachinetopressuremembersofcongresswhocanmakeadifferenceonthewar,”saidMatzzie. “Weareusingablendof:cuttingedgeonlineorganizing,paidandearnedmedia,oldschoolgrassrootsorganizing,volunteeroperations,signwavingandbird-dogging togivemembersofCongressachoice:votetoendthewarorfacepoliticalextinction."

JustInfromYahooNews:SenatorMcConnellHelpsBlockanImportantUnionBill

WASHINGTON-SenateRepublicansonTuesdayblockedabillthatwouldallowlaborunionstoorganizeworkplaceswithoutasecretballotelection.

Democratswereunabletogetthe60votesneededtoforceconsiderationoftheEmployeeFreeChoiceAct,endingorganizedlabor'schancetowinitstoplegislativepriorityfromCongress.

Thefinalvotewas51-48.

Theoutcomewasnotasurprise,withSenateMinorityLeaderMitchMcConnell,R-Ky.,sayingformonthsthathewouldstopthelegislationintheSenate.TheWhiteHousealsomadeclearthatifthebillpassedCongressitwouldbevetoed.

TheHousepassedthebillinMarch.DemocratsandlaborunionspressedforavoteintheSenateinhopesofrallyingtheirvotersinthe2008elections,wheretheyhopetowintheWhiteHouseandincreasetheirmajoritiesintheHouseandSenate.

"Wewillkeepcomingbackyearafteryearafteryear,"saidSen.SherrodBrown,D-Ohio.

TheGOPalsoplanstousethevoteforelection-yearcampaigning,withcorporationsandbusinessesbeingthetopopponentstothelegislation.TheNationalRepublicanSenatorialCommitteesentoutafundraisingvideolastweekaskingpeopletocontributeinordertohelpstoptheEmployeeFreeChoiceAct.

"RepublicanswillremindourconstituentsaboutthefactthatDemocratsproposedtostripworkersoftheirvotingrights,"McConnellsaid.

Thelegislationwasalitmustestvotefororganizedlaborandbusinesses,strongsupportersofDemocratsandRepublicansrespectively."Today'svoteshowsuswhoisstandingwithworkersandwhichpoliticiansareincollusionwithcorporateAmericatodestroythemiddleclass,"TeamstersPresidentJimHoffasaid.

Businessassociations,liketheU.S.ChamberofCommerce,alsoplantogradelawmakersbasedontheirvote."TheChamberwillincludevoteson,orinrelationto,thisissueinourannual'HowTheyVoted'scorecard,"warnedR.BruceJosten,thetopU.S.ChamberofCommercelobbyist,inalettertoCongress.

Thebillwouldrequireemployerstorecognizeunionsafterbeingpresentedunioncardssignedbyamajorityofeligibleworkersontheirpayrolls.Undercurrentlaborlaw,acompanycandemandasecretballotelectionsupervisedbythefederalgovernmentafterbeingpresentedtheunioncards.

Thebill'sproponentssayyearsofRepublicancontroloftheWhiteHouseandCongresshavegivencorporationsandbusinessestheupperhandwhenitcomestounionelections.Obstaclestoorganizingareamajorreasonunionmembershiphasdroppedfrom20percentofwageandsalaryworkersin1983to12percentin2006,theysay.

Unionscomplainthatemployershavegreateraccesstoworkersduringsecretballotcampaignsandclaimthatcorporatethreats,intimidationandeventualfiringshavebecomecommonforunionactivists.Bydraggingouttheelectionprocess,companiesoftensucceedinwearingdownunionenthusiasm,theyadd.

Employerscontendthatunionrecognitionelectionspreventjustthereversefromhappening.Usingonlyacardchecksystem,theyargue,wouldenableunionorganizerstousetheirknowledgeofwhodidanddidn'tsigncardstointimidatereluctantworkers.

Inthe2004elections,organizedlaborgave$53.6milliontoDemocraticcandidatesandpartycommitteesinalosingefforttocaptureboththeWhiteHouseandCongress,accordingtotheCenterforResponsivePolitics.Thatnumberroseto$57.5millionin2006,whenDemocratssuccessfullytooktheHouseandSenatefromtheGOP.

Butbusinesses,whichopposetheEmployeeFreeChoiceAct,donatelargelytotheRepublicanParty.Businessconcernsgave$122milliontotheRepublicanPartyin2004andanother$81millionin2006fornationalelections,theCenterforResponsivePoliticssaid.
