TheframersofourConstitutionrecognizedtheimportanceofhavingaStateTreasurer,electedbythepeopleoftheCommonwealth,protectingourtaxdollars.DemocratsintheStateSenatealsorecognizetheimportanceofthisoffice-notonememberoftheDemocraticSenateCaucusvotedforSenateBill14.

JustfourmonthsagoKentuckyvotersprovedtheyrecognizetheimportanceoftheStateTreasurerwhentheyelectedDemocratToddHollenbachtobeStateTreasurer.ToddbeathisRepublicanopponent-whofavoredabolishingthesameofficeshewasrunningfor-bya15percentmargin.

ThinkProgress:Poll:MajorityOfAmericansSupportMandatesRequiringThePurchaseOfHealthCoverage

WhenMedicarewasbeingcreatedin1964,RonaldReagansaid,“Ithinkweareagainstforcingallcitizens,regardlessofneed,intoacompulsorygovernmentprogram.”

Tothisday,conservativescontinuetoresistuniversalprograms.Inhis2008StateoftheUnionaddress,PresidentBushonceagainmentionedprivatehealthsavingsaccounts,despitethefactthattheymayincreasethenumberofuninsuredAmericans.Sen.JohnMcCain(R-AZ)similarlytoutsprivateplans,sayinghewantspeopleto“gooutandchoosetheirinsureranywhereinAmerica.”

AnewpollfromNPR,theKaiserFamilyFoundation,andtheHarvardSchoolofPublicHealth,however,findsthatmostAmericansrejectconservatives’approachtohealthcare.Infact,themajorityofthepublicsupportsmandatesrequiringAmericanstopurchasehealthinsurance.NPRreports:

Whenaskedwhethertheywouldsupportabroadproposalthatwouldrequireeveryonetogetcoverage,59percentsaidtheywouldsupportit.Suchaproposalwouldrequireemployerstoprovidecoverageorpayintoapool.Thegovernmentwouldhelplow-incomepeoplegetcoverage,andinsurancecompanieswouldberequiredtotakeanyonewhoapplies.Peoplewhodon’tgetcoveragethroughoneofthesechannelsorpurchaseitthemselveswouldpayafine.

AsJonathanCohnofTheNewRepublicnotes,“Inasystembasedonprivateinsurance,alotofpeoplewon’tobtainevenaffordableinsurancewithoutsomesortofrequirement.”ThispointisbackedupbyprominenthealthcareexpertssuchasColumbia’sSherryGliedandformerClintonadministrationadviseronMedicareBruceVladeck,whohavecriticizedthetacticofscaringAmericansintothinkingmandateswillforcethemtobuyunaffordablehealthcoverage.

FRANKFORT—Thisyear'slegislativesessionreachedthehalfwaymarkthisweek,amilestonemarkedbythefirstbilltopassbothchambersbeingsenttothegovernorforhissignature.

HouseBill168,ifsignedintolaw,willgivereturningmilitaryservicemembersa90-daygraceperiodtorenewtheirexpireddriver'slicenses.Wehaveheardstoriesofsoldierscominghomeonlytobeticketedfordrivingonanexpiredlicense.Thetransitiontocivilianlifeisdifficultenoughalreadyandwehopethiseasestheburden.

ItisappropriatethatthefirstbilltoreachGovernorBeshear'sdeskwillmakelifelessstressfulforourreturningmilitary.Thelastfewyearshaveproducedagroundswelloflegislativesupportforourmilitaryandveterans.WehopetheHousewillconcurwithseveralotherbillswehavepassedforourmilitarymenandwomen,includingincometaxreliefformilitaryfamilies.

Alsoduringtheweek'swork,wehadtwobillsdirectedatmembersofthemilitaryandtheirfamiliespassoutofSenatecommittees.SenateBill150wouldpermitthesurvivingspouseofaformerKentuckyNationalGuardmemberoraretiredveterantokeepspeciallicenseplatesassignedtothatmemberorveteran.SenateBill163authorizesthemilitaryfamilyassistancetrustfundtobeusedforeducationalexpensesbyKentuckymembersorveteranswholostalimbwhileonmilitaryduty.

WealsotookasignificantsteptowardsavingtaxpayerdollarswithSenateBill100.Morestatecontractsarebeingwritteneachyearthatspelloutspecificitemstobeusedinconstruction—aparticulartypeofdoorknoborlightbulb,forinstance,evendowntothebrandorproductnumber.Butlistingexactitemsmakesitfartooeasyforcoststorisewayabovewhattheyshouldorcouldbe.SB100wouldallowthestatetouseequivalentproducts--muchlikegenericdrugs--iftheyareessentiallythesamebutcheaper,savingtaxpayersmoney.

AsImentioned,thisyear'ssessionhasreacheditsmid-point.Traditionally,thefirsthalfofeachsessionisspentwiththeSenatefocusingonSenatebillsandtheHouseconsideringitsownlegislation.Asthedaysmarchon,wewillstartconsideringmoreHousebillsandfocusingonthestatebudget.

FRANKFORT--HundredsofcollegestudentsralliedintheRotundalastweekseekingmorefundingforhighereducation. Ihadtheopportunitytoaddresstheseveralhundredstrongstudentcontingent. Iurgedthemtoremainengagedinthebusinessathand;andtoensurethatstudentsontheirrespectivecampus'areregisteredandvoting. Itwasgoodtoseethefireintheireyes,andthemascotsandwigsontheirheads.... Nottobecritical,butwhenstudentsfullyunderstandtheirpotentialimpactonstategovernment,studentrallieswillbemoreaboutbusinessandlessaboutshowmanship. Iandotherlegislatorslookforwardtoworkingwithourstudentstodevelopthatpotential. TheStudentSenatePresidentswereimpressiveintheirorganizationandappeal.

Housesubcommitteesarepreparingtomakerecommendationsonspendinglevelsforthenexttwoyears. ThesewillgototheHouseAppropriationsCommitteewhichwilldrafttheHouseversionofthebudgetbillandsendittothefullchamberforavote. AsamemberoftheHumanResourcessubcommittee,ourhearingsontheimpactofbudgetcutsandtheneedsforagenciesservingthedisabled,theelderly,youth,thehomeless,etc.,etc.havebeenheartwrenching. ChairmanJimmieLeedeservesamedalANDapairofangel'swingsforhimtousewhileontheHouseFloorarguingformorefundsfortheseprograms!

ThisinformationsurfacedinanewreportbytheCitizensforResponsibilityandEthicsinWashington,whoseexecutivedirectorpointedout,"WhenyougivemoneytoJimBunning,isthatwhatyou'regivingitto,sohecanpayhisfamily?"

(Louisville,KY)TodayatWestCountyWastewaterTreatmentPlant,CongressmanJohnYarmuth(KY-3)announcedthathehadsecuredfederalfundingforthreefloodpreventionprojectsintheLouisvillearea. 

“Eachdownpourshouldnotbringaboutfreshfearsofflooding.JeffersonCountyfamiliesdeservetoraisetheirfamiliesinsanitaryconditionsandshouldnothavetoconstantlyworryaboutoverflow,”CongressmanYarmuthsaid. “ThisfundingwillhelpensurethattheresidentsofShively,PRP,andotherareasintheSouthandWestEndsnolongerfacethisregularandcostlythreat.”

“WeappreciateCongressmanYarmuth’shardworktoimproveLouisville’sneighborhoods.ThisfundingwillmakearealdifferenceforpeopleandbusinessesinsouthwestLouisville,”saidMetroLouisvilleMayorJerryAbramson. “Peopledeservetoliveinhomeswherethesewersdon’tbackup…peopledeservetoruntheirbusinesseswithoutworriesthatwaterwillfloodtheiroffices.”

“OnbehalfofthecityofShively,IwanttosayhowniceitistohavesomeoneworkinghardforusinWashington,”saidShivelyMayorSherryConnor. “ThisimprovementwillbenefitShivelyresidentstremendously,andwe’rejustthrilledthatCongressmanYarmuthwasabletomakeithappen.”

$96,432–FloodDamageReductionFeasibilityStudy
InMarch,1997,theareasurroundingChurchillDowns,theUniversityofLouisville,andmuchofLouisville’sWestEndexperiencedsevereflooding,withdamagesexceeding$20millionandannual,residualcostsover$22million. Thisstudywillevaluatedetentionbasins,backflowpreventors,andmodificationstoexistingpumpstationsinordertothenimplementsafeguardstopreventfutureflooding.

$145,632–MillCreekFloodRiskFeasibilityStudy

About3,300homesandbusinessesinsouthwestLouisville,includingPleasureRidgeParkandShively,aresubjecttomassivefloodingfromtheOhioRiveraswellasMillCreekanditstributaries. In1988,MSDcompletedtheSouthwestJeffersonCountyLocalProtectionProjecttoprotecttheMillCreekbasinfromOhioRiverflooding;however,interiorfloodingintheMillCreekbasincontinuestobeathreat. TheMetroLouisvilleMillCreekfeasibilitystudywillprovidedetailedevaluationofthefloodrisks,thealternativesidentifiedin1997,andotherflooddamagereductionmeasures. Thesemeasuresareexpectedtosignificantlyreduceoreliminatedamagestoflood-pronepropertiesintheMillCreekbasin.

$492,200–ShivelySewerSystem

Since2002,about2milliongallonsofsewagehaveoverflowedintothehomesandbusinessesofShively’s1,500residents. Inadditiontothetremendouscostandhassleofcleaningupthespills,residentshavesitedtheunsanitaryconditionsthatresultfromtheregularfilthandstench. Thisfundingwillbeusedtoconstruct21,000feetofnewsanitaryinterceptorsewerstoreplaceShively’soutdatedpumpstations. Currently,MSDspendsabout$100,000yearlytopumpsewageintotankertrucksinanefforttopreventoverflowforareafamilies,buthaveexperiencedonlymoderatesuccessduetothetremendousvolumeduringheavyrains.
