Thereport’skeyfindingsincludethefollowing:
- Cooperationbetweenstateofficialsisessentialtorestorepublicconfidenceinvotingsystems.
- Kentucky’selectronicvotingsystemssufferfromserioussecurityvulnerabilities,accordingtoindependentresearchersinFloridaandCalifornia.
- Kentucky’stestingandcertificationprocessprovidesnomeaningfulsecurityreview.
- JeffersonCounty’sunauthorizeduseofnon-certifiedvotingmachinesresultedfromfailedstateoversight.
Stumbo’sreportrecommendsthatKentuckyimmediatelyupgradeitselectronicvotingmachineswiththelatestsoftwarepatchesandsecurityimprovements.
“KentuckyvotersdeservethesamepromptcorrectiveactionasvotersinCaliforniaandFloridahavereceived,”AttorneyGeneralStumbosaid. “Thesecurityflawsinourvotingsystemspotentiallycompromisetheintegrityandsecrecyoftheballot. Wemustallworktogethertoeliminatethisthreat.”
TheinvestigativereportalsoshedsnewlightonwhyJeffersonCountyvotersusedanuncertifiedvotingsysteminthelastthreeelections. ThereportfindsthatSecretaryofStateGraysonfailedtofollowhisownprocedurestopreventtheuseofuncertifiedmachines.
TheAttorneyGeneral’sreportcomesonedayaftertheStateBoardofElectionsreexaminedseveralvotingsystemsattheAttorneyGeneral’srequest. TheAttorneyGeneralobservedthenewexaminationwiththeaidofanelectronicvotingsystemexpertwhowillmakefurtherrecommendationsforimprovingKentucky’svotingequipment. Inarelateddevelopment,AttorneyGeneralStumbonotifiedSecretaryofStateGraysonthatyesterday’sattemptedreexaminationofJeffersonCounty’suncertifiedvotingsystemfailedbecausethewrongmachinewassubmittedforreview. JeffersonCountystillfacesuseofanuntestedvotingsystemduetothisfailure,accordingtotheletterfromtheAttorneyGeneral.
